The iPad offers the same hearing accessibility features as iPhone, with the advantage of a larger screen for captions.
Settings to Turn On

Settings → Accessibility → Audio/Visual → LED Flash for Alerts → turn ON

When watching videos, turn on subtitles in the video player. Most streaming apps have a CC (closed captions) button.
